Ryuuji's up for a promotion this month but I was wondering how rooming with other characters worked who have a higher level wage?

I was wondering if Otogi could be roomed with Pegasus J Crawford (who is being promoted to the apartments this month). If I'm reading all of what it said at the top of this page correctly that falls under bumming since Otogi's wages aren't the same as Pegasus' right?
