At the moment, this comes up infrequently enough that we have not yet made an official form for requesting new housing locations. As long as the new location is plausible (the character has saved up enough money to build a Rainbow Rumpus Party Tower; they're moving into the ship they brought along with them; someone was living there before but they dropped; you get the picture), all you need to do is request the move on our Promotions post. And, naturally, giving us your reasoning is always a good idea.
If the location is particularly outlandish (such as another pocket dimension a la New Gensokyo), we'd appreciate contacting the mod team directly about the idea. It gives us more time for discussion before we sign off on anything.
At some point, we do plan on establishing a clear-cut application system, like we have for character businesses.
